PROPERTY OWNER ISSUES

Cattle Lease agreement- In October 2006, a cattle grazing lease agreement was signed with one of the local ranchers. The terms of the lease are 30 cow/calf units (or head) for the months of November thru the end of March (5 months) with the option of an extension if weather is a factor. The rancher will pay CSR $6/month/unit. This will continue to qualify us for Agricultural Zoning status.
Road Signs-To try and minimize the number of outside hunters that use our roads, the Directors ordered and installed one road sign per side road within the subdivision. The signs are Black letter on Yellow background and read “NO TRESPASSING, NO HUNTING, PRIVATE ROADS MAINTAINED BY LAND OWNERS”. These six signs were installed by the Directors.
HUNTING- During the months of October and November(hunting season), we encountered quite a few hunters within our subdivision, some asking permission to hunt. It was agreed by the Directors that there would be no names of property owners given out or permission given to anyone asking for permission to hunt in CSR. If a property owner wants to hunt their own land, be granted permission from another land owner in CSR or have their friends hunt, as a courtesy, please notify the President, in advance, each season. That way, we can tell hunters that ask to hunt to leave the area if they do not have permission. If permission has been granted and they ask, we will give a map of the subdivision so they know where the property boundaries are. Please let us know if you have a different opinion on this topic.
ROAD MAINTENANCE - To maintain our roads within the subdivision, the Directors took quotes from 4 interested Contractors. We hired one of those Contractors to do both the winter snow plowing and also do the summer maintenance. The work under this Contract is on a “as needed basis”, meaning that before any work is done, the President will call the Contractor and inform him what exactly needs to be done.
Since we have a minimal number of permanent residents, this winter we will only plow roads where people actually live and need to get in/out. If you are planning on visiting your lot during the winter months, please advise so we can be sure that your lot is accessible.
TRASH COLLECTION- New residents moving in have inquired as what to do for trash collection within CSR. The criteria of a site is that it must be near Tallahassee Road, but not visible from Tallahassee, and easily accessible from a CSR private road. Our thought at this time is a 20 x 20 cement slab with a 6’ cedar fence with a locked gate i.e. Bear proof. Pickup will be every two weeks and construction debris trash will not be allowed. If you have a workable site and would be willing to help the Association.
COVENANT HIGHLIGHTS- The Directors would like to review with you two of the covenants that we feel need special attention.
ARTICLE 3 – DWELLINGS- When you submit your home plans to the Directors for approval, the Association will need to keep a copy for record purposes, should a later review be necessary. Therefore, the copy we receive will be kept by the Association.
ARTICLE 18 – CULVERTS- Within CSR, as within any POA, road maintenance is the most costly item. We have noticed that there are a number of driveways where no culverts were put in where they should have been. Due to the large amount of rain we got this summer, we are starting to experience erosion/washouts caused by the lack of a culvert in some locations. To prevent this problem from getting worse, we are requiring that all future driveway cut-ins have a culvert installed.
